Balancing Vision, Integrity, and Community Trust
At the Royal Town Planning Institute (RTPI) event titled "Building Better Communities - Politicians in Planning," held on 27 October in Cookstown, Cllr Billy Webb, President of the Northern Ireland Local Government Association (NILGA), addressed delegates on the Role of Councillors in the Planning System.
Planning is one of the most visible and influential responsibilities of local government. It shapes the character of our communities - the places where we live, work, and enjoy life - and it directly affects the daily lives of all our residents.
Councillors play a vital role in this process, which carries both significant responsibility and complexity. Planning is challenging because it requires balancing technical, regulatory, political, and community considerations within an often very pressured governance framework.
In his address, Cllr Webb, NILGA President, emphasised the complexities of a councillor’s role in the planning process. He stressed the importance of transparency, professionalism, and collaboration between elected members and planning officers.
“Planning decisions are never easy,” said Cllr Webb. “They require us to balance economic growth with environmental protection and community needs, all while acting with integrity, openness, and respect for professional advice. That’s how we build trust and deliver for our residents.”
Cllr Webb also highlighted the importance of training and collaboration to support councillors in navigating the often-technical planning system. “We bring local insight and lived experience, while officers provide expertise and impartial guidance. By working together, we can make better and fairer decisions for our communities.”
Cllr Webb's remarks come as local government partners continue to strengthen relationships between councils, planning officers, and the Department for Infrastructure, which includes new training and engagement programs supported by NILGA.
